There really isn’t a difference. The Carpenters song probably has “on the top” to make the words fit the tune. Slightly changing common expressions or grammar like this is common in English pop songs.

On top of the world is a feeling, while on the top of the world is a physical presence at the highest point of the world. The carpenters sing:
I’m on the top of the world lookin’ down on creation–firstly, it’s a dream. Secondly, ” You’re the nearest thing to Heaven that I’ve seen”, so this person is dreaming that he/she is literally above the world looking down at it (as though from heaven).
That said, as the moderator mentions, lyrics often get twisted to fit a tune.

A shelf usually hangs on the wall. The shelf above the TV means that it is protruding from the wall and hanging higher than the TV. If there was a shelving unit (furniture with many shelves) then the shelf would still be above the TV because the TV would be on a lower shelf. If the shelf is on or on top of the TV, it is not a shelf but a piece of wood sitting on the TV.

Fling is more of a close toss, something light. Throw can be something further and heavier.
I’d avoid fling because these days it more commonly occurs as its noun form, meaning a short, meaningless relationship, affair. As flung, though, it is obviously more clear.

Finally, I have to say that in the quiz, question number 10 was not well stated, in the quiz you have the final part of the sentence like this “….of the world.” of course I was confused because if I chose “on top of” it would end like ” on top OF OF the world” so I changed my answer and of course it marked it wrong. Not fair!

Compound nouns work as a unit where one word modifies the other. The first word might be an adjective for the first or the second noun can mean “about” the first word, or the ‘type’ of first word.
Information security– type of security is one that protects information.

I am confused about question #1.
I chose “over” but the answer was hovered “above” the scene” since the helicopter did stay in one spot above the accident, according to your explanation.
However, I consulted yahoo online dictionary (https://tw.dictionary.yahoo.com/dictionary?p=Hover)
and found out that it put the following sentence as an example regarding the word “hover”:
The helicopter hovered “over” the house .
It uses the prep. over other than above here. Can you help clarify the differences between “hover over” and “hover above”?

If it’s moving, then use over. If it stays in place (which is usually the use of hover), then it is above. It’s a subtle difference and in most cases no-one will notice the difference.

As for the lesson, it helped a lot.
But, my question is about another thing. The grammar teaches us we must use the pronouns ‘he, she and I’ with the verb ‘to be’ in the past simple like this – I was, she was, he was. Right? But, there’s a ‘he were’ in your sentence (the last question in the quiz). Why’s that? Is it also common to use?
